Slovenia’s VAT system is based on the 1999 VAT Act, updated to reflect EU requirements for imports, intra-Community supplies, etc. It is administered by the Ministry of Finance through the Tax Authority. The agency issues regular Tax Bulletins with detailed guidance on day-to-day matters.

How can I register VAT in Slovenia?

Non-resident companies must obtain a non-resident tax identification number before registering for VAT. This can be done by sending form DR-04 to the Slovenian tax authorities. The following supporting documentation will be required:
- Extract from the national commercial register of the company
- A copy of the passport of the person representing the company
- A document confirming the type of activity the company will perform in Slovenia, such as a contract.
After obtaining a non-resident tax number, foreign entrepreneurs can register as a VAT taxpayer by submitting the DDV-P3 form along with the following supporting documents:
- VAT certificate confirming that the company is registered for VAT elsewhere in the EU, if necessary
- A document confirming the type of activity the company will perform in Slovenia, such as a contract.
