The proposed bill is yet to be approved early next year.

From the website newly developed by the Ministry of Finance E-faktura we know, that there will be a unified process of electronic invoice circulation and sending structured data from invoices to financial administration. This will be done through an information and communication solution – e-Invoicing Information System (IS EFA), locally known as – informačný systém elektronickej fakturácie .

E-invoicing solution

The e-invoicing system will support both the invoicing and the receipt of domestic Slovak transactions. At the same time, it will help foreign suppliers to create structured invoices that can then be distributed via other channels, e.g. by e-mail. Slovak buyers trading with foreign suppliers will have to send the invoices they receive in xml format to the Slovak e-invoicing system.

The new e-invoicing system is said to help minimize the administrative burden for all businesses when implementing an e-invoicing solution. Slovak taxpayers will be able to fulfill the new obligations via their own certified accounting software or via a free internet portal run by the Ministry of Finance.

Implementation phases

  • August 2021: Demo account available for IS EFA public testing;

  • January 2022: E-invoicing via the system: for B2G, G2G and G2B transactions (Planned);

  • January 2023: E-invoicing via the system: for B2B and B2C transactions (planned).

Technical Specifications

According to documentation site, the e-invoice syntax used is UBL 2.1 and CII D16B ( EN syntax ).There are also demo accounts available for the testing of the platform.

The introduction of the new invoicing system will help the country promote cross-border trade and e-invoicing interoperability while increasing the transparency of invoices issued and received by public authorities.
